European Union invites qualified candidates for the following job position. The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations.
Abroad, the EU is represented through more than 140 diplomatic representations. known also as EU Delegations, which have a similar function to those of an embassy.
Position: Programme Officer – Investments, Digital & Green Transition
Requirements
- Education: Advanced university degree (Master’s or equivalent) in Economics, Finance, Law, Engineering, Business Administration, Development Studies, International Relations, Public Policy, or a related field.
- Experience: Minimum of 3 years of relevant professional experience.
- At least 3 years of experience in investment project financing and structuring.
- Solid understanding of cooperation instruments, including EFSD+ or comparable blended finance facilities.
- Experience in the preparation, structuring, evaluation, and negotiation of investment projects.
- Experience in financial markets, investment, and/or sustainable finance.
- Successful completion of the INTPA Investment Officer course.
- Experience with EFSD+ Regional Investment Teams, Blending Platforms, and Facilities is highly desirable.
- Demonstrated experience engaging with private sector actors and structuring investment partnerships.
- Knowledge of EU financial and non-financial instruments, including guarantees, technical assistance, and policy dialogue.
- Knowledge of international cooperation frameworks such as Global Gateway, Team Europe, and Team National approaches.
- Familiarity with economic, financial, and institutional analysis and negotiation processes in developing country contexts.
- Experience coordinating with International Financial Institutions (IFIs), development banks, private sector actors, and other stakeholders.
- Ability to mobilize investments and leverage partnerships for sustainable development.
Desirable Requirements
- Knowledge of Climate Change, Environmental Management, and Information & Communication Technologies (ICT).
- Knowledge of digital and green transition sectors, including secure digital connectivity, digital public infrastructure, digitalization, water, energy, agri-food value chains, transport and logistics, critical raw materials, climate change adaptation and mitigation, carbon credits, and nature-based solutions.
- Exposure to green and digital transition-related investments or green technologies in development contexts.
- Knowledge and operational experience related to the European Digital and Green Deal Agenda.
