Ethiopian Capital Market Authority is established by Capital Market Proclamation No 1248/2021 as an autonomous Federal Regulatory Authority. One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner.
ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility or any other activity deemed by ECMA as a regulated activity under its jurisdiction.
Position 1: Senior Market Supervision Officer II
Qualification Requirements: Bachelor’s Degree or above in Law, Economics, Management, Accounting and Finance, Banking & Finance, Business Administration, or a field related to the Job function from an Accredited or recognized learning institution.
- 6 years of relevant working experience
Key Responsibilities/Duties/Tasks
- Monitor and survey market activities, including trading, transactions, and participant behaviour, to maintain integrity and investor confidence
- conducts daily monitoring of trades, analyses trading behaviour and market trends, and flags suspicious activities or patterns for further investigation.
- Monitors news outlets, financial publications, and economic indicators to analyse market developments and trends that may influence trading behaviour.
- Conduct surveillance activities to identify unusual trading patterns, potential market manipulation, and insider trading
- conduct financial market analysis
- Conduct offsite inspections on trading members and market infrastructure.
- Prepare accurate and timely reports on market surveillance findings and regulatory compliance for internal use and external stakeholders.
- Contribute to the development and enhancement of market surveillance policies and procedures
- Use technology tools and systems to enhance market surveillance capabilities
- Analyse market data and trends to identify potential irregularities or patterns requiring investigation
- Analyse trade data to identify unusual trading patterns, potential market manipulation, and insider trading
- Collaborate with the Investigation and Enforcement department for further exploration

Position 2: Head Market Supervision
Qualification Requirements: Bachelor’s degree or above in Information Technology combined with Economics, Management, Accounting and Finance, Banking & Finance, Business administration, or a field related to the Job function from an Accredited or recognized learning institution.
7 years of relevant working experience out of which two (2) years working in a managerial position or equivalent capacity.
The job holder is responsible for overseeing and managing the supervision and surveillance of market activities to ensure fairness and maintain market integrity, transparency, and compliance.
- Provide leadership and guidance to the Market surveillance team
- Develop and implement market surveillance strategy, guidelines and regulatory compliance tools
- Oversees trade surveillance analysts, coordinates their activities, and ensures the surveillance process is conducted effectively.
- Oversee and monitors news outlets, financial publications, and economic indicators to Analyse market developments and trends that may influence trading behavior.

- Monitor market conduct to detect and prevent violations such as unauthorized trading, dissemination of market rumours, and other activities that may compromise market integrity.
- Conduct offsite inspections of trading members and market infrastructure to ensure compliance with regulatory standards and operational requirements.
- Supervise and monitor market activities, including trading operations, transaction patterns, and participant behaviour, to uphold market integrity and strengthen investor confidence.
- Conduct offsite examinations to ensure market participants adhere to regulatory rules and requirements, detecting and addressing potential violations in liaison with the Investigation and enforcement department
- Conduct surveillance activities to identify unusual trading patterns, potential market manipulation, and insider trading
- Collaborate with market participants, legal experts, and other relevant parties to ensure effective oversight and compliance
- Evaluate and identify potential risks to market integrity and propose risk management strategies to mitigate them
- develop market surveillance policies and procedures
- Use technology tools and systems to enhance market surveillance capabilities
- Analyse market data and trends to identify potential irregularities or patterns requiring investigation
