Position: Specialist Human Resource Management

Qualifications:

  • BA/MA in Management/ Economics/Human Resource Management/HROD or related fields
  • 4/2 years of experience in HR Management, Performance Management, Benefits Administration, and Human Resource Development.

The purpose of this position involves advising on and actively participating in the development of human resource procedures, programs, and dealing with a wide range of human resource management issues consistently and professionally. Key responsibilities include managing payroll, resignation process, and termination payments, as well as facilitating deductions and related benefits. The role also entails coordinating the implementation of employee database systems, time management, and medical refund management. Additionally, it involves participating in recruitment, performance management, and learning and development activities, assessing training needs, and organizing annual learning and development plans and programs at the Divisional, Departmental, and Corporate levels.

SUMMARY OF MAJOR DUTIES AND RESPONSIBILITIES

  • Actively supports the preparation/review of performance management, and learning and development policies, manuals, and guidelines; prepares draft annual learning and development program plan.
  • Coordinates the identification of individual, group, and organizational learning and development needs; evaluates learning and development programs; ensures the delivery of high-quality learning and development in accordance with ECX standards.
  • Reviews and assesses performance management practices of each work unit, provides feedback and advice on the effective implementation of the performance management system at all levels of the exchange
  • Coordinates the development and cascading of draft individual annual work plan, self-development and systematic staff succession plan for key positions, employee career development, and competency framework development.
  • Develop draft monitoring and evaluation or follow-up mechanism to track the effectiveness of the learning and development program initiatives;
  • Participates in the preparation of the corporate’s and division’s short, medium, and long-term plans and produces annual individual plans;
  • Maintains and updates employee movement records including new employment, transfer, promotion, suspension or termination, the resignation of the employee; contract renewal; update records of deductibles from staff emanating from loans, fines, credit association contributions, absences, court orders; monitors and tracks employee suspension, notice for termination of contract of employment; maintain timesheet records and reconciles payroll data accordingly.
  • Checks, verifies and confirms that all staff-related payment requests are made in compliance with approved working procedures and budget, completeness of payment supporting documents evidence, the accuracy of figures, proper signing of payment-related forms, etc.
  • Process payroll for Head Office, Branch regular, and contract staff; prepare bonus, merit increments, salary and benefit adjustments and back pay adjustments, resignation/termination related payments, and severance payments.
  • Compiles and processes employee income tax, pension contribution, cost sharing, employee credit association contributions loan repayments, and other deductions payments to the concerned organs.
  • Prepares various HR-related letters/memos/contracts requested by the staff.
  • Provides HR recruitment and Induction, Legal and operational advice, guidance, support, and coaching to Senior Management and managers;
  • Performs other duties assigned by the immediate supervisor.
