United Nations Office for the Coordination of Humanitarian Affairs is a United Nations body established in December 1991 by the General Assembly to strengthen the international response to complex emergencies and natural disasters.
The position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies.
OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

Position 1: FINANCE OFFICER
Education: An advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience in humanitarian financing, e.g., grant management, audit process, and humanitarian funding tracking is required. Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable. Experience in a humanitarian context within the UN common system or in a comparable international organization is desirable. Experience in the Southern and/or Eastern African region is desirable.
This position-specific job opening is being advertised for the position of Finance Officer in Addis Ababa, Ethiopia. Under the overall supervision of the Head of Office (HoO), OCHA Ethiopia, the incumbent reports to the Head of the Humanitarian Financing Unit/Fund Manager.
Other Requirements:
- having substantial on-the-ground expertise in complicated crises, including humanitarian assistance initiatives.

Education:
An advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience:
A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. At least three (3) years of humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required. Experience managing field teams in humanitarian operations is required. Experience in the UN Common System or other comparable international organization is desirable Experience in the region (North-East Africa) is desirable.
