CALL FOR EXPRESSION OF INTEREST (EOI) – Consultancy Service for Business Proposal Development

Biruh Addis Charitable Organization (BACO) invites qualified and experienced consultants, consulting firms, and proposal development professionals to submit their Expression of Interest (EoI) for the development of a Business Proposal for Sustainable Organizational Income Generation.

1. Background

Biruh Addis Charitable Organization (BACO) is an Ethiopian civil society organization working to promote the wellbeing, dignity, empowerment, and economic resilience of vulnerable groups, including survivors of trafficking and migration returnees.

As part of its effort to strengthen organizational sustainability and reduce dependence on project-based donor funding, BACO has undertaken a business feasibility/viability study to identify potential income-generating opportunities that can contribute to sustainable organizational income.

BACO is now seeking a qualified consultant or consulting firm to develop a comprehensive, evidence-based, and donor-ready business proposal based on the findings and recommendations of the study.

2. Purpose of the Consultancy

The overall purpose of the consultancy is to develop a high-quality business proposal that can be submitted to potential donors and funding partners to mobilize resources for establishing and/or expanding sustainable income-generating activities (IGAs) for BACO.

The proposal should demonstrate how the proposed business initiatives can generate sustainable income for BACO while remaining aligned with its organizational mission, values, legal framework, and social impact objectives.

3. Specific Objectives

The consultancy will aim to:

• Review and analyze the business feasibility/viability study conducted by BACO.
• Identify and prioritize the most viable income-generating business opportunities recommended by the study.
• Develop a comprehensive and realistic business model for the selected income-generating activities.
• Prepare a detailed, donor-oriented business proposal for resource mobilization.
• Develop realistic financial projections, including start-up costs, operational costs, projected revenues, profitability, cash flow, and break-even analysis.
• Demonstrate the potential for the proposed business activities to generate sustainable income for BACO.
• Identify potential risks and develop appropriate mitigation measures.
• Develop an implementation and sustainability strategy for the proposed business.
• Identify potential donors, investors, partners, or other funding sources that may support establishment or expansion of the proposed business activities.
• Ensure that the final proposal is professionally structured and suitable for submission to potential donors and funding partners.

4. Scope of the Consultancy

The selected consultant/firm will be expected to undertake, among others, the following tasks:

1. Review the existing business feasibility/viability study and relevant BACO organizational documents.
2. Hold consultations with BACO management and relevant stakeholders to understand the findings, priorities, and expectations.
3. Assess and validate the proposed income-generating opportunities identified through the study.
4. Select/prioritize viable business options based on market potential, investment requirements, organizational capacity, profitability, sustainability, and social impact.
5. Develop a detailed business concept and business model.
6. Conduct additional analysis or market validation where necessary.
7. Develop a detailed financial and investment plan.
8. Develop a clear sustainability and organizational income-generation strategy.
9. Develop a risk management and mitigation plan.
10. Identify potential funding opportunities and appropriate donor positioning.
11. Develop a comprehensive donor-ready business proposal.
12. Present the draft proposal to BACO for review and incorporate feedback.
13. Submit the final business proposal and accompanying financial/business planning documents.

5. Expected Deliverables

The selected consultant/firm will be expected to deliver:

• An inception report/work plan.
• A reviewed analysis of BACO’s existing feasibility/viability study.
• Prioritized and validated income-generating business options.
• A comprehensive business model and implementation strategy.
• Detailed financial projections and investment requirements.
• Sustainability and risk management strategy.
• A complete donor-ready business proposal.
• A list/profile of potential donors and funding opportunities relevant to the proposed business.
• Final revised proposal incorporating BACO’s comments and recommendations.
• A presentation of the final business proposal to BACO management and/or relevant stakeholders.

6. Required Qualifications and Experience

The consultant or consulting firm should have:

• Advanced university degree in Business Administration, Business Management, Economics, Finance, Development Studies, Entrepreneurship, or a related field.
• Demonstrated experience in business plan/proposal development, preferably for NGOs, CSOs, social enterprises, or development organizations.
• Strong experience in developing donor-funded proposals and resource mobilization documents.
• Demonstrated knowledge of income-generating activities, social enterprise models, and organizational sustainability.
• Strong skills in business analysis, market assessment, financial modeling, budgeting, and investment planning.
• Experience developing proposals for international donors and/or development partners.
• Understanding of the Ethiopian business and CSO operating environment is highly desirable.
• Excellent analytical, writing, communication, and presentation skills.
• Previous experience working with Ethiopian CSOs or organizations seeking sustainable income-generation models will be an advantage.

8. Duration of the Consultancy

The exact schedule will be agreed upon between BACO and the selected consultant/firm.

9. Professional Fee

The professional fee and any associated costs are subject to negotiation.
