USAID/Ethiopia is one of the Agency’s largest and most complex programs. In FY 2020, the overall USAID assistance to Ethiopia totaled $2 billion, with the Health Office managing approximately $205 million by 56 staff. The Mission serves as one of the largest donors to the Health Supply Chain Sector in Ethiopia and has a strong partnership with other development entities like the Global Fund, Bill and Melinda Gates Foundation, GAVI, and UN Agency counterparts.
The Supervisory USAID Development Assistance Specialist serves as the Family Health Team Lead, providing strategic, technical and administrative leadership for the management and coordination of all funded Family Health activities and personnel assigned to manage them within the team. The Specialist ensures that US Government (USG) support in primary health care services and systems strengthening for improved health outcomes is provided according to evidence-based national plans and strategies, and that USG strategically provides expert advice, financial support, and other assistance in harmony with USG foreign assistance policies.
Position 1: Supervisory USAID Development Assistance Specialist
(Family Health Team Lead)
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:
EDUCATION: Advanced degree in clinical care (i.e., nursing, midwifery, physician, and/or related health professionals, etc.) and Master’s degree in public health, Development Studies, Social or Behavioral Sciences, Epidemiology, Infectious Disease, Nutrition, or a very closely work-related discipline.
WORK EXPERIENCE: The assignment requires a minimum of ten years of progressively responsible, professional-level experience in public health or international development. Minimum two years of supervisory experience and minimum three years of working for bilateral or multilateral development partners, including USG agencies, The World Bank, The Global Fund, UN agencies, the private sector, civil society, faith-based organizations, and/or non-governmental organizations (NGOs), of which responsibilities must have included strategy development, program/project/activity design and implementation, direct financial and program management, data analysis, and performance monitoring. The work should include substantial time spent in direct management of medium to large health activities (minimum budget value of US$10M), including analysis, activity design, program implementation, financial management, and monitoring and evaluation. Substantial programming experience in areas of family health.
Language: Level IV fluency in English and in Amharic – reading, speaking, and writing. Language competence will be tested. Knowledge of other major Ethiopian languages will be considered an advantage.
MARKET VALUE: $ 35,053 – $ 63,097 yearly i.e., equivalent to FSN – 13. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Ethiopia. Final compensation will be negotiated within the listed market value. Salary will be paid in local currency at the exchange rate in effect when the payroll is processed.
Position 2: USAID Development Program Specialist
(Geographic Information System/Knowledge Management)
Education: A minimum of bachelor’s degree in the field of Geographic Information Systems (GIS), informational, communication technologies (ICT), data analytics, social sciences, international development or related fields.
Prior Work Experience: A minimum of five years of progressively responsible, job-related, professional-level experience. Some experience living and/or working in a developing country or context. Demonstrated professional experience in organizational or action learning, development, GIS, consulting or knowledge management is required. A demonstrated strong background in monitoring and evaluation of programming (domestic or international), experience in the application of statistical methods, impact evaluations or field research experience.
Language: English and Amharic at Level IV.
MARKET VALUE:, $24,124 – $43,420 yearly i.e., equivalent to FSN – 11. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Ethiopia. Final compensation will be negotiated within the listed market value. Salary will be paid in local currency at the exchange rate in effect when the payroll is processed.
Position 3: Human Resources Assistant
Education: Completion of Secondary Schooling and an additional two years of post-secondary studies in Human Resources, Business Administration, Management, Public Administration, or related fields.
Prior Experience: A minimum of three years of administrative, human resources, personnel assistance, public administration, or customer service-related experience.
Language: Level IV (fluent) English language proficiency, speaking and writing, and local language proficiency (Level IV).
MARKET VALUE: $12,764 – $22,964 yearly i.e., equivalent to FSN – 08. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Ethiopia. Final compensation will be negotiated within the listed market value. Salary will be paid in local currency at the exchange rate in effect when the payroll is processed.
