Position 1: Global Finance Coordinator – GFFO – JF-CPiE

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:

· Degree in finance, business administration or accounting;

· Minimum of 5 years’ experience in donor funds grants administration and project controlling;

· Experienced knowledge of GFFO Rules & Regulations;

· Experience in managing financial aspects of multi-country or global Consortium projects

· Fluency in English and French required and German skills serve as an advantage;

· Advanced skills in Microsoft Excel required;

· Excellent and demonstrable experience in grant and financial management;

· Accurate and detail-oriented work;

· Ability to produce clean and informative reporting;

· Good interpersonal and communication skills including good listening skills, proactive communication on issues and transparency;

· Capacity to build and maintain relationships and to work effectively in a multi-cultural and multi-ethnic environment respecting diversity;

· Knowledge and understanding of Plan’s policy environment.

The Finance Coordinator will be responsible for all Controlling and Compliance related matters of the GFFO (German Federal Foreign Office) funded project “Joining Forces for Child Protection in Emergencies”. The contract holder will ensure a successful grant and financial management in all six countries of implementation (Colombia, Burkina Faso, CAR, South Sudan, Ethiopia, Bangladesh) as well as for the global coordination activities.Doing so the positon holder will interface with the COnsortium Members, their implementing Partners as well as with Plan Interntional INC Headquarter and Plan International Germany.  The coordination with so many stakeholders requires a high-level of understanding of complex project settings and excellent communication skills.

The role will be based in one of the four African countries where the project is implemented, or in another country in the region (Africa) where Plan International has an office.

Position 2: Global MERL Coordinator – GFFO-JF-CPiE

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

· Degree in social sciences, statistics, economics or other related sectors;

· Eight (8) years minimum experience in monitoring, evaluation and learning in programmes and projects;

· Experience working in complex, multi-country and/ or multi-agency programmes or projects;

· Solid experience in setting up MEAL systems and processes for large projects;

· Extensive experience managing baseline, midterm and endline and final evaluations;

· Experience in Child Protection program MEAL;

· Knowledge of ethical principles and safeguarding standards for involving children in MEAL activities;

· Practical and relevant experience in interventions in emergency contexts. Experience in one or more of the intervention countries would be an asset;

· Good knowledge and understanding of humanitarian principles and established international child protection and safeguarding standards; SPHERE standards and the Red Cross/ NGO Code of Conduct;

· Fluency in French and English essential (and eliminatory), Spanish is an added advantage;

Under the project, this position is responsible for the technical leadership and guidance of monitoring, evaluation, reporting and learning activities in the project. He/She will ensure quality and standards in the planning and implementation of project MEAL activities. Doing so the position holder will interface with the Consortium Members, their Implementing Partners as well as with Plan International Inc Headquarter and Plan International Germany.
